Australia’s media watchdog has slapped KIIS FM with strict new licence conditions following a series of on–air controversies.
The Australian Communications and Media Authority (ACMA) announced the ruling on Wednesday after determining the KIIS FM breakfast duo, who host the Kyle and Jackie O show, repeatedly breached decency standards with crude and sexually explicit content.
The tough new conditions require the pair’s show to avoid broadcasting material deemed ‘highly offensive’ or containing ‘strong and explicit sexual references’ that would offend a reasonable listener.
In its statement, ACMA said, ‘A sexual reference can be any single reference within the program and does not need to be recurring throughout the program… including spoken words, innuendo or sound effects that would be understood as having a sexual meaning.’
ACMA also ordered KIIS FM’s licensee, Double T Radio Pty Ltd, to commission an independent audit of its governance framework by a compliance expert.

The ruling follows multiple breaches involving segments where staff were recorded urinating, with Kyle and Jackie O attempting to guess which audio belonged to which team member.
In another broadcast, graphic remarks were made about menstruation and oral sex.
Additional episodes featured explicit conversations about masturbation, pornography websites and a contestant’s offensive description of a sexual position during a radio game.
It’s the latest blow for the high-profile hosts, who have now been found to have breached broadcasting standards 12 times in 2025 alone.
Earlier investigations found KIIS 106.5 in Sydney committed four breaches of decency rules and one breach of complaint handling obligations, while Melbourne’s KIIS 101.1 was found to have broken three decency rules and also failed to handle listener complaints appropriately.
It has been a regular ratings juggernaut in the harbour city but has struggled to capture the same market share in Melbourne since launching in the Victorian capital in April 2024.
The watchdog has made 12 findings against the program in 2025 alone.
The latest indicated there were systemic issues with the show, the regulator’s chair Nerida O’Loughlin said.

‘The Kyle & Jackie O Show has repeatedly and deliberately aired content that is vulgar, sexually explicit and deeply offensive,’ she said.
‘Even after previous breaches and the employment of additional censors required by the ACMA, the program continues to broadcast content that is unacceptable to the community.’
She declared the Australian Radio Network appeared ‘unwilling or unable to rein in these presenters’ and issued a pointed warning.
‘As a result, the ACMA is currently considering enforcement actions so that ARN takes full responsibility for the content broadcast on their stations,’ O’Loughlin said.
Sandilands and Henderson signed a 10-year contract extension with the ASX-listed company in 2023 that was said to be worth more than $200 million.
